Greater Christchurch Transport Plan

Our transport system will play an integral part in supporting and shaping the growth of Greater Christchurch.

The Greater Christchurch Transport Plan [PDF, 2.2 MB] was endorsed by the Greater Christchurch Partnership Committee on Friday 23 May 2025.

It is important to integrate transport planning with where and how we live, get to work, access shops and services, schools and move around our neighbourhood.

Greater Christchurch is growing and this is putting pressure on the sub-region’s transport network. If we continue as we are now – often making trips with only one person in a car – then as Greater Christchurch’s population grows, the roads will become more congested and we will not meet our emission targets.

Addressing this challenge requires changing the way we travel and reducing our reliance on fossil-fuelled cars for all of our trips. We need to provide people with greater choice about how they travel, increase our use of sustainable transport, and ensure that the trips we do make are safer.

The Greater Christchurch Transport Plan will provide a single plan for transport in the Greater Christchurch sub-region. It will identify the transport system changes needed to implement the Greater Christchurch Spatial Plan. and provide for consistent and integrated investment in transport and propose an action plan in the short, medium and longer term.

What is the Greater Christchurch Transport Plan?

The Greater Christchurch Transport Plan sets out a unified strategy for the future of transport across the Greater Christchurch sub-region. It outlines the key system changes required to deliver the 30-year vision of the Greater Christchurch Spatial Plan, focusing on the strategic actions and shared commitments needed from all partners to ensure success.

While the transport plan is closely aligned with the spatial plan, it also acknowledges that there are broader regional and local transport priorities that extend beyond the scope of the Spatial Plan.

The plan provides a clear framework of principles, actions, and sub-actions to guide implementation helping partners coordinate efforts, make informed decisions, and deliver a more connected, sustainable, and resilient transport system for the region.

Where are we at now?

Now that the Greater Christchurch Transport Plan has been officially endorsed, work will begin to put the plan into action. The steps outlined in the plan will guide what gets done and help track how things are progressing.

Coordination of the action plan [PDF, 111 KB] will be managed by the Transport Managers Group, while the Senior Officials Groups will provide overall guidance. Regular updates will be shared with the committee as part of the wider Greater Christchurch Spatial Plan (GCSP) reporting process.
